Policy, Planning and ICT Departments Review Judiciary Monitoring and Evaluation System Ahead of Approval and User Training

The Policy and Planning Department, in collaboration with the Information and Communication Technology (ICT) Department, convened a meeting with the system Consultant to review the readiness of the newly developed Judiciary Monitoring and Evaluation (M&E) System. The engagement was held in preparation for its presentation to Management and the subsequent training of system users.

During the meeting, the Commissioner for Policy and Planning, Mr. Simon Peter Opolot, informed members that the Judiciary M&E System is designed to support evidence-based decision-making across the institution. He noted that the system will provide real-time data and information on the implementation of workplans, projects, key management decisions, and Strategic Plan Key Result Areas. It will also track the Judiciary’s contribution to the implementation of the ruling party manifesto.

Mr. Opolot further highlighted that the System includes a feedback mechanism that enables courts to raise emerging operational issues directly to Registries and Departments for timely intervention and resolution. He emphasized that the automation of Monitoring and Evaluation processes is in line with the directive of the Hon. Chief Justice to transition towards a fully paperless Judiciary.

The development of the system forms part of the Judiciary's broader efforts to automate business processes and strengthen institutional efficiency. It is also aligned with the Government's agenda on enhancing Monitoring and Evaluation capacity across public institutions.

The meeting resolved that the System be presented to Senior Management for further review before submission to the Chief Justice for approval and formal launch through the Planning, Development and Finance Committee.

In addition, members agreed on the need to establish a dedicated training environment and to develop a comprehensive training plan to facilitate effective onboarding and capacity building for system users across the Judiciary.
